(Washington, DC) -- The U.S. is accusing Russia of violating an arms control treaty with the testing of a prohibited ground-launched cruise missile. The "New York Times" reports President Obama has written to Russian President Vladimir Putin about the allegation. A White House official calls the launch a "serious matter" which the U.S. "has attempted to address with Russia for some time now." The U.S. is urging immediate bilateral talks on the issue.
