(Washington, DC) -- President Obama says the U.S. doesn't have a strategy yet when it comes to combating ISIS militants in Syria. In a White House news conference, the President said he didn't want to "put the cart before the horse" and wants to make sure there's a plan of action before he consults with Congress. He promised to have discussions with Congress to make sure their voices are heard. He also warned that rooting out ISIS militants will not be quick or easy.
