>U.S. Accuses Russia Of Illegal Missile Test
(Washington, DC) -- The United States believes Russia tested an illegal cruise missile in clear violation of a treaty struck during the Cold War. Senior officials tell "The New York Times" Russia tested a ground-launched missile with a longer range than allowed under the treaty, which was signed in 1987 by President Ronald Reagan and Soviet leader Mikhail Gorbachev. At the time, the treaty was considered a major step toward ending the Cold War and marked a major step forward in arms control.
