(London) -- Secretary of State John Kerry expects the U.S. to respond fairly soon to the escalating crisis in Iraq. President Obama is deciding whether to authorize some limited U.S. airstrikes against insurgents in Iraq. White House spokesman Jay Carney said any U.S. action would not include "boots on the ground."
