(Washington, DC) -- Secretary of State John Kerry says his Russian counterpart has told him Russia will respect the territorial integrity of Ukraine. Russian troops have been massing near the border with Ukraine. Russian officials insist the troop movements are just part of planned military exercises. Kerry said everyone should step back and avoid any kind of provocations over Ukraine. In earlier remarks, White House spokesman Jay Carney called on all nations to support reconciliation after controversial President Viktor Yanukovich fled the country.
