(Springfield, IL) -- Illinois Governor Pat Quinn now has the final say on whether voters in the Land of Lincoln will weigh in on a so-called "Millionaires Tax." The plan is to tax an extra three-percent on income over a-million-bucks. Supporters say it'll raise extra cash for schools. Opponents say it'll force millionaires to pack their bags and take their money elsewhere. If Governor Quinn signs the bill, the question will go on the November ballot so voters can say whether it should happen or not. It's only an advisory question though, so lawmakers won't be required to raise the tax, even if that's what the voters want.
