(Undated) -- Hurricane Arthur is getting stronger as it prepares to batter the East Coast. Arthur is now a Category Two Hurricane with sustained winds of 100-miles-per hour. The storm is about to make landfall near Cape Lookout on North Carolina's Outer Banks. North Carolina Governor Pat McCrory has issued a state of emergency for eleven counties. Arthur is expected to weaken as it heads north, but will still bring plenty of rain to dampen Independence Day plans for thousands of people.
