Federal Judge Orders State's Sex Offender Program Changed

(St. Paul, MN) -- Changes are being ordered to the state's sex-offender treatment program by a federal judge. U.S. District Judge Donovan Frank is calling on the Minnesota Legislature to immediately take steps to revamp what he called a AdraconianA program, but he did not rule is unconstitutional. Frank issued a 75-page ruling criticizing the program for punishing people instead of treating them, adding it might still be found to be unconstitutional after more review.
