(Robbinsdale, MN) -- Acting Robbinsdale Police Chief Jim Franzen says former Chief Steven Smith quit over the weekend due to his arrest in Coon Rapids in a prostitution sting. Franzen says Smith allegedly used the website Backpage.com to solicit sex in February. According to police records, the former chief was exchanging text messages with an officer posing as a prostitute, and he agreed to pay 150-dollars for sexual acts. City officials in Robbinsdale were unaware of his arrest last month until he resigned on Saturday.
