(Santa Ana, CA) -- California's attorney general plans to appeal a federal judge's ruling that the state's death penalty system is unconstitutional. Attorney General Kamala Harris has released a statement calling the ruling "flawed." Back in June, U.S. District Court Judge Cormac Carney ruled California's death penalty system was dysfunctional and constituted cruel and unusual punishment. He overturned the death sentence for Ernest Jones, who was on death row for the 1992 killing of his girlfriend's mother in Los Angeles.
