(Los Angeles, CA) -- Los Angeles' homeless population has won a victory in federal court. A federal appeals court has overturned Los Angeles' ban on using parked vehicles as "living quarters." They say the city's law is unconstitutional and discriminates against the homeless. A group of homeless people living in their cars had sued the city in 2011 over the law, saying they had no other choice and the city was being unfair.
