(Minneapolis, MN) -- Property owners in Minneapolis are getting an early Christmas gift in the form of the first property tax levy decline in three decades. The City Council last night approved the budget for 2014 with a one-percent decrease in property taxes. State aid to the city is up for the first time in five years, which helped the council to cut the levy. The overall budget is one-point-one billion dollars.
