In a forum of the Congressional Internet Caucus, Greg Nojeim said government oversight simply failed. Nojeim is with the Center for Democracy and Technology. Carrie Cordero cited multiple layers of NSA oversight throughout the federal government, plus the judicial branch. Cordero is a national security expert at Georgetown University.
